C3M is responsible for the purchase and installation of electrical equipment at 4 TBS and 10 TPSS to accommodate the additional power capacity as required for 100% 8-car train and State of Good Repair Programs for WMATA in the Washington, DC metropolitan area. These facilities are located along the red, green, and orange (A, B, E, and K) lines located in Virginia, the District of Columbia, and Maryland. Clark Civil is also providing construction services.

The scope of services related to power on this project include replacing high voltage AC switchgear, rectifier transformers and rectifiers, auxiliary transformers, voltage regulators, drainage and negative switchboards, and substation bus-ducts. C3M is also providing additional materials, such as concrete subfloor pouring/finishing, floor finishing and insulating topping at replacement DC switchgear and rectifiers. The project also involves replacing metal enclosed DC switchgear as complete switchgear lineups at TPSS and TBS locations. C3M integrated the new TPSS equipment with the existing Wabtec SCADA master station.

Work was completed by the early completion milestone and as a result C3M achieved an early completion incentive. This required a tremendous amount of up front planning and the addition of multiple crews and management, field supervision, engineering, quality, and safety support staff for the duration of the outage to support the high volume of work end ensure an equally high level of quality.
